As the mission starts, use your Eagle once more to hone in on the exact location, it should be nestled just between the blue-domed temples.

Travel over to the Mazalim Courts and head up onto the rooftops. Be careful as this is a restricted area and the doors are guarded. However, inside the room behind the two guards, you’ll find a chest holding 29x Leather, 8x Steel Ingot and 3x Components.

Now that we’re here, our real goal is to find and interrogate the judge. Using your senses, you’ll find him on the ground level, just off to the side of the courts in the west.

Dive off the balcony and into the leaves. Head in and see the judge. Bribe him with a token… and then another. He’ll reveal that a messenger crosses the Mazalim courts at noon, allowing us to intercept and find where he’s going.

Head outside the court and sit on the bench to pass time if you’re not at the required time of day. You’ll find the messenger in the courtyard wearing green.

Follow him out the door and across the courtyard, being sure to keep a distance so you’re not spotted. When he turns the corner to the right and then the left again, hide behind the stone wall and then the large flower pot.

Next, you want to follow him into the plaza and stick to the scaffolding on the left hand side, crouching behind the boxes to avoid detection.

When he turns the corner, instead of descending to ground level, go up to the rooftops. You’ll find a rope that passes across to the opposite side.

Cross the ladder and then jump from the beam down to the rope, continuing forward. 

Remain parallel to the messenger, keep your focus on him while pushing forward. Eventually, the messenger will head into the governor’s office. There are four guards outside that will warn you off, but the easiest way to get past them is to throw a smoke bomb and rush past them.

You can also kill the soldiers and continue on, or try and lure them out to sneak past. The fastest method is the smoke bomb though.

Once you head in, watch out for a booth to the left. Hurry inside and eavesdrop on the two guards.

They’ll reveal a clue about the governor, before the guards disband and break off. Whistle from the booth for the guard to come closer and assassinate him. Enter the room and kill the guard sitting against the wall and climb up the stairs. 

When you do, climb the railing where the rug is draped over and assassinate this guard too.

Proceed all the way through and you’ll find a door we need to open. However, we need a key to break in and that’s on one of the guards on the ground floor…who is surrounded by other guards.

There are a few different methods you can take here. The first involves dashing down from the rooftop rafters, assassinating the keyholder and dispatching each of the guards in combat that show up, one by one.

Alternatively, you can sneak down and whistle for each of the guards to break off, and then kill each individually. Or, and this is a personal favourite, pepper the area with smoke bombs, grab the key and scarper.

Either way, take the key, unlock the door and head inside.

Once there, you’ll find a Loot Chest holding 29x Leather, 9x Steel Ingot and 4x Components. There’s another door here leading into his office.

Investigate each of the letters around the room which will then trigger a cutscene. Basim will demand a name for who has brokered a deal but Muhammad will refuse, not wanting to risk his own life on this info.

With the alarm bells ringing, it’s time to escape Shurta.

 

One Final Counsel

With the three leads now followed up and having successfully escaped from the guards, return to Roshan at the Bureau.

Speak to Roshan up on the rooftops and Basim will feed back what he knows about the Governor making a deal with the Order.

Roshan will refuse to let Basim strike the final blow, but unbeknownst to him Nehal is watching from the rooftops. Our protagonist will give an impassioned plea about keeping his past at bay.

It’ll be enough to convince Roshan, who will let you go on and kill Qahiba.
